A strong, long-duration atmospheric river will bring excessive rainfall, flash flooding, and very strong winds to southwest Oregon and northwest California through Thursday. A High Risk (level 4 of 4) of Excessive Rainfall has been issued. A storm system over the northern Plains will produce locally heavy snow in North Dakota and northwestern Minnesota. Blizzard Warning remains in effect until 10 AM PST this morning
- Blizzard conditions expected for elevations above 2500 feet. Additional snow accumulations of 2 to 5 inches. Winds gusting as high as 45 mph for portions of US 2.
- Impacts: Visibilities may drop below 1/4 mile due to falling and blowing snow. Travel could be very difficult. Strong winds could cause extensive damage to trees and power lines.

- Heavy snow. Additional snow accumulations between 4 and 9 inches. Winds gusting as high as 45 mph.
- Impacts: Travel could be very difficult. The hazardous conditions could impact the Wednesday morning commute. Gusty winds could bring down tree branches.

- Snow expected. Total snow accumulations of 4 to 9 inches.

- South to Southeast winds 30 to 40 mph with gusts up to 65 mph expected.
- Impacts: Damaging winds will blow down trees and power lines. Widespread power outages are expected. Travel will be difficult, especially for high profile vehicles.

- Southeast winds 20 to 30 mph with gusts up to 50 mph expected.
- Impacts: Gusty winds will blow around unsecured objects. Tree limbs could be blown down and a few power outages may result. Winds this strong can make driving difficult, especially for high profile vehicles.
Coastal Flood Advisory remains in effect until 1 PM PST this afternoon
- Minor coastal flooding possible. Inundation of around 2 feet above ground level is possible along shorelines and low- lying coastal areas.
- Impacts: Minor coastal flooding due to tidal overflow is expected around high tide. This may lead to flooding of parking lots, parks, and roads, with only isolated road closures expected.
