Debby will continue to slowly move over the Carolinas, bringing heavy to torrential rain to North Carolina, South Carolina, and the East Coast states through the end of the week. A major flooding threat exists in North Carolina and Virginia Thursday. Dangerous heat will linger over the Southern Plains and Gulf Coast into Friday, with highs in the upper 90s to 100 degrees. - Impacts: Life threatening flash flooding of creeks and streams, urban areas, highways, streets and underpasses.
Wind Advisory remains in effect until 3 PM EDT this afternoon
- Northeast winds 15 to 25 mph with gusts up to 45 mph.
- Impacts: Gusty winds will blow around unsecured objects. Tree limbs could be blown down and a few power outages may result. Travel may be difficult, especially for high profile vehicles.

- Impacts: Devastating to Catastrophic. Extreme flooding from rainfall may prompt numerous evacuations and rescues. Rivers and streams may overwhelmingly overflow their banks with deep moving water. Creeks and ditches will become severely flooded and contain strong currents. Flood waters may enter numerous structures, and some may become uninhabitable or washed away. Road scours or complete road failure is likely in many locations, along with the potential for sinkholes. Many streets and parking lots will flood, and may be impacted by swift, flowing water. Numerous road and low-lying bridge closures are likely with some weakened or washed away. Driving conditions will be very dangerous.

- Impacts: Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is imminent or occurring. Several structures are flooded and some sand bagging operations are continuing. Numerous roads remain closed due to flooding. Streams continue to rise due to excess runoff from earlier rainfall. Expect many areas of slow moving or standing water.

- Impacts: Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Extensive street flooding and flooding of creeks and rivers are possible.
