Tropical Storm Francine is forecast to strengthen into a hurricane before reaching the northwestern Gulf coast Wednesday. Life-threatening storm surge, strong winds and heavy rainfall is expected along the Upper Texas and Louisiana coastlines. Heavy showers and gusty winds are likely across Guam through Wednesday night as a result of Tropical Depression 14W Impacted Lanes: I-2, I-69E, I-10, I-55, I-12, I-59

Flash Flood Warning remains in effect until 10 AM CDT this morning
- Flash flooding caused by heavy rain.
- Impacts: Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas.
Hurricane Warning remains in effect until further notice
- Wind: 15-25 mph with gusts to 40 mph; Potential for wind 58 to 73 mph
- Impacts: Some roads impassable from large debris, and more within urban or heavily wooded places. A few bridges, causeways, and access routes impassable. Hazardous driving conditions. Scattered power and communications outages, but more prevalent in areas with above ground lines.
- Flooding Rain: Peak Rainfall amounts of 1 inch
- Impacts: Several places may experience expanded areas of rapid inundation at underpasses, low-lying spots, and poor drainage areas. Some streets and parking lots take on moving water as storm drains and retention ponds overflow. Some road and bridge closures.
- Storm Surge: Life-threatening storm surge possible. The potential for 3-5 feet above ground.
- Impacts: Areas of inundation with storm surge flooding accentuated by waves. Flooding of roads is possible.
Flood Advisory remains in effect until 10 AM CDT this morning
- Flooding caused by excessive rainfall is expected.
- Impacts: Minor flooding in low-lying and poor drainage areas. Water over roadways.
Coastal Flood Warning remains in effect until 1 PM CDT Thursday afternoon
- Significant coastal flooding.
- Impacts: Numerous roads will likely be closed. Beach roads will be impassable. Low lying property including homes, businesses, and some critical infrastructure will be inundated.
Flood Watch remains in effect until 3 PM CDT this afternoon
- Flooding caused by excessive rainfall continues to be possible.
- Impacts: Excessive runoff may result in flooding of rivers, creeks, streams, roadways, and other low-lying and flood-prone locations.
