Summary:
Potential Tropical Cyclone Eight is expected to bring tropical-storm-force winds, heavy rain, coastal flooding, and high surf to portions of the southeast United States coast beginning tonight and continuing during the next couple of days. Scattered flash and urban flooding and minor river flooding is also expected across eastern North Carolina and northeast South Carolina. North Carolina
Flash Flood Warning remains in effect until 1:30 PM EDT this afternoon
- Flash flooding caused by thunderstorms.
- Impacts: Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas.
Tropical Storm Warning remains in effect until further notice
- Wind: Peak Wind Forecast: 30-40 mph with gusts to 65 mph; Tropical Storm Force Wind
- Impacts: Hazardous winds create dangerous driving conditions.
- Storm Surge: The potential for 1-3 feet above ground somewhere within surge prone areas through Tuesday morning
- Impacts: Expect flooding of low-lying roads and property.
- Flooding Rain: Additional 3-6 inches, with locally higher amounts
- Impacts: Major flooding from rainfall may prompt evacuations and numerous rescues. Rivers and streams may rapidly overflow their banks in multiple places. Creeks and ditches will flood and may contain strong currents. Flood waters may enter many structures, and some may become uninhabitable. Some road scours or complete road failures will be possible, along with the potential for sinkholes. Many streets and parking lots may flood, and may be impacted by flowing water. Many road and low-lying bridge closures are possible with some weakened or washed away. Driving conditions will be dangerous.
Coastal Flood Advisory remains in effect until 8 AM EDT Tuesday morning
- 1 to 3 feet of inundation above ground level expected in low- lying areas near shorelines and tidal waterways.
- Impacts: Up to 1 to 3 feet of inundation above ground level is possible in some areas near shorelines and tidal waterways resulting in an elevated threat of property damage. Flooding will extend inland from the waterfront threatening some homes and businesses. Numerous road closures and flooding of vehicles will be possible.
Flood Watch remains in effect until 8 AM EDT Tuesday morning
- Flash flooding caused by excessive rainfall continues to be possible.
- Impacts: Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. Water over roadways.

- Flooding caused by excessive rainfall is expected.
- Impacts: Minor flooding in low-lying and poor drainage areas. Water over roadways.
California
Winter Weather Advisory remains in effect until 5 PM PDT this evening
- Snow expected above 8000 feet. Total snow accumulations of up to four inches. Winds gusting as high as 40 mph.
- Impacts: Plan on slippery road conditions.
Wind Advisory remains in effect until 11:59 PM PDT this evening
- West winds 25 to 35 mph with gusts up to 55 mph expected.
- Impacts: Difficult driving conditions, especially for larger vehicles traveling along roads with crosswinds.
Wyoming
High Wind Watch remains in effect until 11:59 AM MDT Wednesday morning
- Southwest winds 25 to 35 mph with gusts up to 70 mph possible.
- Impacts: Mainly to transportation. Strong cross winds will be hazardous to light weight or high profile vehicles, including campers and tractor trailers.
