Ophelia continues to impact parts of the Mid-Atlantic and New England with rain and dangerous coastal conditions. Scattered severe storms in the South Plains and Lower Mississippi Valley may produce damaging winds, large to very large hail, and heavy rain. Cool and wet conditions are expected in the Northwest and into northern California. Locally heavy rain on burn scars could cause debris flows. - Urban and small stream flooding caused by excessive rainfall is expected.
- Impacts: Minor flooding in low-lying and poor drainage areas.
New York
Flood Advisory remains in effect until 10:15 AM EDT this morning
- Urban and small stream flooding caused by excessive rainfall is expected.
- Impacts: Minor flooding in low-lying and poor drainage areas. Water over roadways. Overflowing poor drainage areas.
Coastal Flood Advisory remains in effect until 11:59 PM EDT this evening
- Up to one foot of inundation above ground level expected in vulnerable areas near the waterfront and shoreline. Localized inundation of 1 to 2 feet above ground level expected in vulnerable areas near the waterfront and shoreline.
- Impacts: Minor to locally moderate flooding is expected in the more vulnerable locations near the waterfront and shoreline. Some roads and low lying properties including parking lots, parks, lawns, and homes and businesses with basements near the waterfront will experience minor to locally moderate flooding.
North Dakota

- Areas of dense fog with visibility one quarter mile or less.
- Impacts: Hazardous driving conditions due to low visibility.
California
Flood Watch remains in effect until 11 PM PDT this evening
- Flooding caused by excessive rainfall continues to be possible.
- Impacts: Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. Storm drains and ditches may become clogged with debris. Water over roadways.
Wind Advisory remains in effect until 1 PM PDT this afternoon
- South winds 20 to 30 mph with gusts up to 55 mph expected on exposed ridges.
- Impacts: Gusty winds could blow around unsecured objects. Tree limbs could be blown down and a few power outages may result. Travel could be difficult, especially for high profile vehicles.
