Meanwhile, frontal system was lifting northward across the center of the nation with more showers, thunderstorms and heavy rainfall. Heavy rainfall along with a few tornadoes will impact portions of the East today. This storm will lift northward across New England through this evening. In its wake, a quieter weather pattern from the Great Plains to the mid-Atlantic and Northeast this weekend. A stalled frontal boundary may bring more rainfall from the Four Corners to the Southeast this weekend. For the South, the heat continues. Impacted Lanes: I-5, I-25, I-40, I-81, I-95, I-76, I-80, I-90, I-89, I-91

Flash Flood Warning remains in effect until 1:45 PM EDT this afternoon

  • Flash flooding caused by heavy rain.
  • Impacts: Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas.

Flood Warning remains in effect until 10:15 AM EDT this morning

  • Flooding caused by excessive rainfall is expected.
  • Impacts: Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is imminent or occurring. Streams continue to rise due to excess runoff from earlier rainfall. Expect many areas of slow moving or standing water.

Coastal Flood Advisory remains in effect until 10 PM EDT this evening

  • Up to one half foot of inundation above ground level expected in low-lying areas near shorelines and tidal waterways.

Debby will continue to slowly move over the Carolinas, bringing heavy to torrential rain to North Carolina, South Carolina, and the East Coast states through the end of the week. A major flooding threat exists in North Carolina and Virginia Thursday. Dangerous heat will linger over the Southern Plains and Gulf Coast into Friday, with highs in the upper 90s to 100 degrees. Wind Advisory remains in effect until 3 PM EDT this afternoon

  • Northeast winds 15 to 25 mph with gusts up to 45 mph.

Gusty winds will accompany the track of Debby as this storm tracks northward through the first half of the weekend. Meanwhile, heat and fire weather concerns for the Intermountain West continues. South Carolina
Flood Warning remains in effect until 11 AM EDT this morning

  • Flooding caused by excessive rainfall continues.
  • Impacts: Flooding of rivers, creeks, streams, roadways, and other low-lying and flood-prone locations is imminent or occurring. Several structures are flooded and numerous roads remain closed due to flooding. Streams continue to rise due to excess runoff from earlier rainfall.

Tropical Storm Warning remains in effect until further notice

  • Wind: Tropical Storm force wind; 35-45 mph with gusts to 55 mph
  • Impacts: Potential for wind 58 to 73 mph. A few bridges and access routes impassable. Travel by vehicle is difficult, especially for high profile vehicles. 
  • Storm Surge: Localized storm surge possible; The potential for up to 2 feet above ground somewhere within surge prone areas.
  • Impacts: Areas of inundation of saltwater along immediate shorelines and in low-lying spots farther inland near rivers and creeks, with storm surge flooding accentuated by waves. Damage to several buildings, mainly near the coast. Sections of near-shore escape routes and roads become weakened or washed out, especially in normally vulnerable low spots.

Complex of thunderstorms, some severe with excessive rainfall will track across the Great Lakes, Ohio Valley into portions of the Mid-Atlantic today. Meanwhile, dangerous heat and wildfire concerns continue for the West. Impacted Lanes: I-75, I-95, I-10, I-16, I-520, I-20, I-26, I-77, I-40, I-94, I-96, I-84


South Carolina
Tropical Storm Warning remains in effect until further notice

  • Wind: 20-30 mph with gusts to 40 mph with potential for wind gusts 58 to 73 mph
  • Impacts: Several large trees snapped or uprooted, but with greater numbers in places where trees are shallow rooted. Some roads impassable from large debris, and more within urban or heavily wooded places. A few bridges and access routes impassable. Travel by vehicle or on foot increasingly difficult. Danger of death or injury from falling objects such as trees or electric wires outside. Scattered power and communications outages, but more prevalent in areas with above ground lines, which could persist for hours or days.
  • Storm Surge: Life-threatening storm surge possible. The potential for 2-4 feet above ground somewhere within surge prone areas.
  • Impacts: Areas of inundation of saltwater along immediate shorelines and in low-lying spots farther inland near rivers and creeks, with storm surge flooding accentuated by waves. Damage to several buildings, mainly near the coast. Sections of near-shore escape routes and roads become weakened or washed out, especially in normally vulnerable low spots.
  • Flooding Rain: 6-10 inches, with locally higher amounts

Summary:
Scattered strong to occasionally severe storms will bring the risk of gusty winds and flash flooding from the Ohio/Tennessee Valley into the Mid-Atlantic. Dangerous heat will spread across the Lower Mississippi Valley, Gulf Coast, and Mid-Atlantic. Another heatwave is building across the Northwest and Northern High Plains through Saturday where several daily record high temperatures are forecast.   • Flooding caused by excessive rainfall is expected.
  • Impacts: Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is imminent or occurring.

Pennsylvania
Flood Advisory remains in effect until 9:45 AM EDT this morning

  • Flooding caused by excessive rainfall is expected.
  • Impacts: Minor flooding in low-lying and poor drainage areas. Water over roadways. 

Tennessee
Flood Watch remains in effect until 8 PM EDT this evening

  • Flash flooding caused by excessive rainfall continues to be possible.
  • Impacts: Excessive runoff may result in flooding of rivers, creeks, streams, roadways, and other low-lying and flood-prone locations. Creeks and streams may rise out of their banks. Low-water crossings may be flooded.

Summary:
Dangerous heat will persist over the south-central Plains and Mid-South. This heat will spread south and east to the Lower Mississippi Valley, Gulf Coast, and Mid-Atlantic through Friday. Another heatwave is building across the Northwest and Northern High Plains through Saturday. Severe thunderstorms and flash flooding are expected across portions of the Great Lakes and Ohio Valley regions today. Impacted Lanes: I-64, I-80, I-74


Ohio
Flash Flood Warning remains in effect until 10 AM EDT this morning

  • Flash flooding caused by thunderstorms.
  • Impacts: Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas.

Iowa
Flood Warning remains in effect until 12:15 PM CDT this morning

  • Flooding caused by excessive rainfall continues over parts of the area.
  • Impacts: Flooding of rivers, creeks, streams, roadways, and other low-lying and flood-prone locations is occurring.

Flood Watch remains in effect until 10 AM CDT this morning

  • Flooding caused by excessive rainfall continues to be possible.
  • Impacts: Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Creeks and streams may rise out of their banks. Water over roadways is possible. 

Kentucky
Flood Advisory remains in effect until 10 AM EDT this morning

  • Flooding caused by excessive rainfall is expected.
  • Impacts: Minor flooding in low-lying and poor drainage areas. Water over roadways.

Flood Watch remains in effect until 10 PM EDT this morning

  • Flooding caused by excessive rainfall continues to be possible.
  • Impacts: Excessive runoff may result in flooding of creeks, streams, roadways, and other low-lying and flood-prone locations.

California
Dense Fog Advisory remains in effect until 9 AM PDT this morning

  • Visibility one quarter mile or less in dense fog along the Central Coast and into the Santa Ynez Valley.
  • Impacts: Low visibility could make driving conditions hazardous.

Dense Smoke Advisory remains in effect until 5 PM PDT this afternoon

  • Visibility below 3 miles at times
  • Impacts: Smoke may lower visibility to near 1/2 mile and impact travel across western Lassen County.
