Summary:
Helene is expected to bring life-threatening and catastrophic storm surge and damaging hurricane-force winds to Florida and inland across the Southeast. Catastrophic and life-threatening flash/urban flooding, including landslides, is expected across the southern Appalachians. Considerable to locally catastrophic flash flooding is likely for northwestern and northern Florida and the Southeast. Impacted Lanes: I-5, I-15, I-90, I-29, I-75, I-10, I-95, I-65, I-85, I-16, I-26, I-20, I-40, I-77, I-64


Florida
Hurricane Warning remains in effect until further notice

  • Wind: Peak Wind Forecast: 30-40 mph with gusts to 50 mph; Potential for wind 74 to 110 mph
  • Impacts Considerable roof damage to sturdy buildings, with some having window, door, and garage door failures leading to structural damage. Mobile homes severely damaged, with some destroyed. Damage accentuated by airborne projectiles. Locations may be uninhabitable for weeks. Many large trees snapped or uprooted along with fences and roadway signs blown over. Some roads impassable from large debris, and more within urban or heavily wooded places. Several bridges, causeways, and access routes impassable. Large areas with power and communications outages.
  • Flooding Rain: Peak Rainfall Amounts: Additional 2-4 inches, with locally higher amounts
  • Impacts Major rainfall flooding may prompt many evacuations and rescues. Rivers and tributaries may rapidly overflow their banks in multiple places. Small streams, creeks, canals, and ditches may become dangerous rivers. Flood control systems and barriers may become stressed. Flood waters can enter many structures within multiple communities, some structures becoming uninhabitable or washed away. Many places where flood waters may cover escape routes. Streets and parking lots become rivers of moving water with underpasses submerged. Driving conditions become dangerous. Many road and bridge closures with some weakened or washed out.
  • Storm Surge: Life-threatening storm surge possible; The potential for 3-5 feet above ground somewhere within surge prone areas
  • Impacts Areas of inundation with storm surge flooding accentuated by waves. Damage to several buildings, mainly near the coast. Sections of near-shore escape routes and roads become weakened or washed out, especially in usually vulnerable low spots.

Flood Watch remains in effect until 8 AM EDT Friday morning

  • Flooding caused by excessive rainfall continues to be possible.
  • Impacts:  Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Water over roadways. 

Coastal Flood Warning remains in effect until 8 AM EDT Friday morning

  • Significant coastal flooding.
  • Impacts: Numerous roads may be closed. Low lying property including some critical infrastructure will be inundated.

Coastal Flood Advisory remains in effect until 8 AM EDT Friday morning

  • Minor coastal flooding.
  • Impacts: Flooding of lots, parks, and roads with only isolated road closures expected.

Wind Advisory remains in effect until 11:59 PM EDT Thursday evening

  • North winds 15 to 25 mph with gusts up to 40 mph expected.
  • Impacts: Gusty winds could blow around unsecured objects. Tree limbs could be blown down and a few power outages may result. Travel could be difficult, especially for high profile vehicles. 

Virginia 
Flood Warning remains in effect until 5 PM EDT this evening

  • Flooding caused by excessive rainfall is expected.
  • Impacts: Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is imminent or occurring. Water over roadways. 

Flash Flood Warning remains in effect until 12:30 PM EDT this afternoon

  • Flash flooding caused by thunderstorms.
  • Impacts: Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas.

Coastal Flood Advisory remains in effect until 11 PM EDT this evening

  • Up to one foot of inundation above ground level expected in low-lying areas near shorelines and tidal waterways.
  • Impacts: Shallow flooding is expected in the most vulnerable locations near the waterfront and shoreline. Expect up to one foot of water above ground level in low lying, vulnerable areas. Some roads and low lying property will experience shallow flooding.

Flood Advisory remains in effect until 10 PM EDT this evening

  • Flooding caused by excessive rainfall is expected. 
  • Impacts: River or stream flows are elevated. Water over roadways. 

Montana 
High Wind Warning remains in effect until 3 PM MDT this afternoon

  • West winds 25 to 40 mph with gusts up to 60 mph.
  • Impacts: Travel may become difficult for those operating high profile vehicles and or hauling light weight trailers. Blowing dust may reduce visibility at times.

Oregon
Dense Fog Advisory remains in effect until 11 AM PDT this morning

  • Visibility less than one quarter mile in dense fog.
  • Impacts: Low visibility could make driving conditions hazardous.

Summary:
Helene is forecast to intensify to hurricane strength and bring life-threatening storm surge, surf and rip current conditions, and damaging hurricane-force winds to Florida and the Southeast. Considerable flash and urban flooding is expected across portions of Florida, the Southeast, and the southern Appalachians. Monitor the National Hurricane Center for the latest updates. Impacted Lanes: I-22, I-65, I-20, I-75, I-85, I-4, I-95, I-10, I-35, I-70, I-49, I-90, I-84


Florida
Hurricane Warning remains in effect until further notice

  • Wind: Tropical storm force winds; Peak Wind Forecast: 25-35 mph with gusts to 60 mph; Potential for wind 58 to 73 mph
  • Impacts: Several large trees snapped or uprooted, but with greater numbers in places where trees are shallow rooted. Several fences and roadway signs blown over. Some roads impassable from large debris, and more within urban or heavily wooded places. A few bridges, causeways, and access routes impassable. Scattered power and communications outages, but more prevalent in areas with above ground lines. Travel will be difficult, especially for high  profile vehicles. 
  • Flooding Rain: 2-4 inches, with locally higher amounts
  • Impacts: Moderate rainfall flooding may prompt several evacuations and rescues. Rivers and tributaries may quickly become swollen with swifter currents and overspill their banks in a few places, especially in usually vulnerable spots. Small streams, creeks, canals, and ditches overflow. Several places may experience expanded areas of rapid inundation at underpasses, low-lying spots, and poor drainage areas. Some streets and parking lots take on moving water as storm drains and retention ponds overflow. Driving conditions become hazardous. Some road and bridge closures.
  • Storm Surge: Life-threatening storm surge possible; The potential for 3-5 feet above ground somewhere within surge prone areas. 
  • Impacts: Areas of inundation with storm surge flooding accentuated by waves. Sections of near-shore escape routes and roads become weakened or washed out, especially in usually vulnerable low spots.

  • Minor coastal flooding.

Wind Advisory remains in effect until 10 PM MDT this evening

  • Southwest winds 10 to 20 mph with gusts up to 30 mph expected.
  • Impacts: Gusty winds will blow around unsecured objects. Tree limbs could be blown down and a few power outages may result. Winds this strong can make driving difficult, especially for high profile vehicles.

Oklahoma
Dense Fog Advisory remains in effect until 9 AM CDT this morning

  • Visibility one quarter mile or less in dense fog.
  • Impacts: Visibilities are expected to be reduced to less than one quarter mile by dense fog. Rapidly changing visibility will create hazardous driving conditions.

Washington
Wind Advisory remains in effect until 11 PM PDT this evening

  • West winds 20 to 30 mph with gusts up to 45 mph expected.
  • Impacts: Gusty winds will blow around unsecured objects. Tree limbs could be blown down and a few power outages may result. Winds this strong can make driving difficult, especially for high profile vehicles.

Blowing Dust Advisory remains in effect until 11 PM PDT this evening

  • Sustained winds of 20 to 30 MPH with gusts of 40 to 50 MPH are possible this afternoon. This could result in visibility values between one-quarter and one mile in blowing dust near open areas with exposed fields.
  • Impacts: Hazardous driving conditions will be possible due to reduced visibility. Gusty winds will blow around unsecured objects. Tree limbs could be blown down and a few power outages may result.

  • Up to one foot of inundation above ground level expected in low-lying areas near shorelines and tidal waterways.

A tropical disturbance could form by the middle part of next week over the northwestern Caribbean Sea. Excessive heat returns for portions of the Plains today where heat indices will likely climb above the century mark. Furthermore, warm temperatures, strong winds and dry fuels may result in rapid spread of wild fires across the western High Plains today. For the east coast, lingering storm with onshore flow will bring high surf, dangerous rip currents and coastal flooding, especially at high tide. Montana

  • Up to one half foot of inundation above ground level expected along shorelines and tidal waterways. 
  • Impacts: Saltwater inundation will impact some roads.

  • Visibility one quarter mile or less in dense fog.
  • Impacts: Low visibility could make driving conditions hazardous.

South Dakota
Wind Advisory remains in effect until 3 PM MDT this afternoon

  • Westerly winds 20 to 35 mph with gusts around 50 mph.
  • Impacts: Sudden wind gusts can cause drivers to lose control, especially in lightweight or high profile vehicles. Strong winds can cause blowing dust, reduced visibility, and flying debris. Winds this strong can make driving difficult, especially for high profile vehicles.

Winter Storm Warning remains in effect until 6 PM MDT this evening

  • Heavy wet snow occurring at high elevations. Snow accumulations of 12 to 18 inches above 10000 feet. Winds gusting as high as 50 mph will cause blowing and drifting snow on the highest peaks.
  • Impacts: Driving conditions will be impacted by heavy accumulating snow and strong winds at elevations above 10000 feet. Travel will be difficult, especially for high profile vehicles.

Summary:
There is a Slight Risk for Excessive Rainfall (level 2 of 4) Tuesday across central and southeastern Virginia as the remnants of Potential Tropical Cyclone Eight moves northward. Flash and urban flooding also is possible. Strong to severe thunderstorms are expected across the High Plains and portions of the central Plains Tuesday. High Wind Warning remains in effect until 12:15 PM MDT Wednesday afternoon

  • Southwest winds 25 to 40 mph with gusts up to 75 mph possible. A lull in the strong winds is expected late this afternoon through midnight tonight.
  • Impacts: Mainly to transportation. Strong cross winds will be hazardous to light weight or high profile vehicles, including campers and tractor trailers.

Florida
Coastal Flood Warning remains in effect until 5 AM EDT Wednesday morning

  • Moderate tidal flooding along the St. Johns River Basin and minor coastal flooding.
  • Impacts: Numerous roads may be closed. Low lying property will be inundated.

North Dakota
Dense Fog Advisory remains in effect until 10 AM CDT this morning

  • Visibility one quarter mile or less in dense fog.
  • Impacts: Low visibility could make driving conditions hazardous.

South Dakota
Wind Advisory remains in effect until 1 AM CDT Wednesday morning

  • South winds 20 to 30 mph with gusts up to 50 mph expected.
  • Impacts: Sudden wind gusts can cause drivers to lose control, especially in lightweight or high profile vehicles. Strong winds can cause blowing dust, reduced visibility, and flying debris.

Summary:
Potential Tropical Cyclone Eight is expected to bring tropical-storm-force winds, heavy rain, coastal flooding, and high surf to portions of the southeast United States coast beginning tonight and continuing during the next couple of days. Scattered flash and urban flooding and minor river flooding is also expected across eastern North Carolina and northeast South Carolina. Impacted Lanes: I-80, I-5, I-40, I-17, I-25, I-94, I-29, I-90, I-70, I-69, I-55, I-65, I-95, I-26, I-85


North Carolina
Flash Flood Warning remains in effect until 1:30 PM EDT this afternoon

  • Flash flooding caused by thunderstorms.
  • Impacts: Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas.

Tropical Storm Warning remains in effect until further notice

  • Wind: Peak Wind Forecast: 30-40 mph with gusts to 65 mph; Tropical Storm Force Wind
  • Impacts: Hazardous winds create dangerous driving conditions. 
  • Storm Surge: The potential for 1-3 feet above ground somewhere within surge prone areas through Tuesday morning
  • Impacts: Expect flooding of low-lying roads and property.
  • Flooding Rain: Additional 3-6 inches, with locally higher amounts
  • Impacts: Major flooding from rainfall may prompt evacuations and numerous rescues. Rivers and streams may rapidly overflow their banks in multiple places. Creeks and ditches will flood and may contain strong currents. Flood waters may enter many structures, and some may become uninhabitable. Some road scours or complete road failures will be possible, along with the potential for sinkholes. Many streets and parking lots may flood, and may be impacted by flowing water. Many road and low-lying bridge closures are possible with some weakened or washed away. Driving conditions will be dangerous. 

Coastal Flood Advisory remains in effect until 8 AM EDT Tuesday morning

  • 1 to 3 feet of inundation above ground level expected in low- lying areas near shorelines and tidal waterways.
  • Impacts: Up to 1 to 3 feet of inundation above ground level is possible in some areas near shorelines and tidal waterways resulting in an elevated threat of property damage. Flooding will extend inland from the waterfront threatening some homes and businesses. Numerous road closures and flooding of vehicles will be possible.

  • Flash flooding caused by excessive rainfall continues to be possible.

Winter Weather Advisory remains in effect until 5 PM PDT this evening

  • Snow expected above 8000 feet. Total snow accumulations of up to four inches. Winds gusting as high as 40 mph.
  • Impacts: Plan on slippery road conditions.

Wind Advisory remains in effect until 11:59 PM PDT this evening

  • West winds 25 to 35 mph with gusts up to 55 mph expected.
  • Impacts: Difficult driving conditions, especially for larger vehicles traveling along roads with crosswinds.

Francine will slowly move north across Mississippi today into Friday. Francine will continue to bring heavy rainfall and the risk of flash and urban flooding, along with river flooding, across portions of the Lower Mississippi Valley, Tennessee Valley, and the Southeast. A few tornadoes are possible from the Florida Panhandle to north-central Alabama along with gusty winds and storm surge. Louisiana
Storm Surge Warning remains in effect until 9 PM CDT this evening

  • Storm Surge: Life-threatening storm surge possible. The potential for 3-5 feet above ground. 
  • Impacts: Areas of inundation with storm surge flooding accentuated by waves. Flooding of roads is possible. 

Flash Flood Warning remains in effect until 9:15 AM CDT this morning

  • Flash flooding caused by heavy rain.
  • Impacts: Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas.

Flood Warning remains in effect until 9 AM CDT this morning

  • Flooding caused by excessive rainfall is expected.
  • Impacts: Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is imminent or occurring. Numerous roads remain closed due to flooding.

Wind Advisory remains in effect until 7 PM CDT this evening

  • Northeast winds 15 to 25 mph with gusts up to 45 mph. 
  • Impacts: Gusty winds will blow around unsecured objects. Tree limbs could be blown down and a few power outages may result. Travel could be difficult, especially for high profile vehicles. 

Montana
Winter Weather Advisory remains in effect until 6 AM MDT Friday morning 

  • Snow expected above 6500 feet. Likelihood of moderate impacts from 3 to 6 inches of snow is greater than 90 percent, and up to a 50 percent chance of isolated major impacts from 6 to 10 inches or more of snow.
  • Impacts: Hazardous traveling conditions on roads is expected.

Flash Flood Watch remains in effect until 11:59 PM MDT this evening

  • Flash flooding and debris flows caused by excessive rainfall.
