Summary:
Tropical Storm Francine is forecast to strengthen into a hurricane before reaching the northwestern Gulf coast Wednesday. Life-threatening storm surge, strong winds and heavy rainfall is expected along the Upper Texas and Louisiana coastlines. Heavy showers and gusty winds are likely across Guam through Wednesday night as a result of Tropical Depression 14W Impacted Lanes: I-2, I-69E, I-10, I-55, I-12, I-59


Texas
Flash Flood Warning remains in effect until 10 AM CDT this morning

  • Flash flooding caused by heavy rain.
  • Impacts: Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas.

Hurricane Warning remains in effect until further notice

  • Wind: 15-25 mph with gusts to 40 mph; Potential for wind 58 to 73 mph
  • Impacts: Some roads impassable from large debris, and more within urban or heavily wooded places. A few bridges, causeways, and access routes impassable. Hazardous driving conditions. Scattered power and communications outages, but more prevalent in areas with above ground lines.
  • Flooding Rain: Peak Rainfall amounts of 1 inch
  • Impacts: Several places may experience expanded areas of rapid inundation at underpasses, low-lying spots, and poor drainage areas. Some streets and parking lots take on moving water as storm drains and retention ponds overflow. Some road and bridge closures.
  • Storm Surge: Life-threatening storm surge possible. The potential for 3-5 feet above ground.
  • Impacts: Areas of inundation with storm surge flooding accentuated by waves. Flooding of roads is possible. 

Flood Advisory remains in effect until 10 AM CDT this morning

  • Flooding caused by excessive rainfall is expected.
  • Impacts: Minor flooding in low-lying and poor drainage areas. Water over roadways. 

Coastal Flood Warning remains in effect until 1 PM CDT Thursday afternoon

  • Significant coastal flooding.
  • Impacts: Numerous roads will likely be closed. Beach roads will be impassable. Low lying property including homes, businesses, and some critical infrastructure will be inundated.

Flood Watch remains in effect until 3 PM CDT this afternoon

  • Flooding caused by excessive rainfall continues to be possible.
  • Impacts: Excessive runoff may result in flooding of rivers, creeks, streams, roadways, and other low-lying and flood-prone locations.

Excessive Heat Watches and Warnings, and Heat Advisories have been issued. The potential for heavy to excessive rainfall will shift across the Gulf Coast from west to east today through Friday. Texas
Flash Flood Warning remains in effect until 9 AM CDT this morning

  • Flash flooding caused by thunderstorms.
  • Impacts: Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas.

Flood Warning remains in effect until 10 AM CDT Thursday morning

  • Moderate flooding is occurring and moderate flooding is forecast.
  • Impacts: Moderate flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Water over roadways.

Flood Watch remains in effect until 7 PM CDT this evening

  • Flash flooding caused by excessive rainfall continues to be possible.
  • Impacts: Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Creeks and streams may rise out of their banks. Flooding may occur in poor drainage and urban areas. Low-water crossings may be flooded.

North Carolina
Coastal Flood Advisory remains in effect until 12:15 PM EDT this afternoon

  • 1 to 2 feet of inundation above ground level in low-lying areas near shorelines and tidal waterways.
  • Impacts: Ocean over wash of vulnerable streets.

Florida
Flood Warning remains in effect until 10 AM EDT this morning

  • Flooding caused by excessive rainfall is expected.
  • Impacts: Flooding of rivers, creeks, streams, roadways, and other low-lying and flood-prone locations is imminent or occurring.

Wind Advisory remains in effect until 11 AM EDT this morning

  • Northeast winds 15 to 20 mph with gusts up to 40 mph.
  • Impacts: Gusty winds will blow around unsecured objects. Tree limbs could be blown down and a few power outages may result. Winds this strong can make driving difficult, especially for high profile vehicles.

Flash Flood Warning remains in effect until 9:30 AM CDT this morning

  • Flash flooding caused by thunderstorms.
  • Impacts: Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas.

Montana
Winter Weather Advisory remains in effect until 9 AM MDT this morning

  • Additional snow accumulations of 4 to 6 inches expected above 5000 feet through Thursday morning.
  • Impacts:  Travel could be difficult, especially for high profile vehicles.

Illinois
Dense Fog Advisory remains in effect until 9 AM CDT this morning

  • Visibility a quarter mile or less in dense fog.
  • Impacts: Hazardous driving conditions due to low visibility.

New Mexico

Dangerous heat and humidity will continue for much of the Midwest and peak in the Mid-Atlantic, including the National Capital Region, on Wednesday, and the Southeast on Thursday. Severe thunderstorms and locally heavy rains are expected from parts of Ohio to the northern Mid-Atlantic coast and parts of North and South Dakota. Impacted Lanes: I-90, I-15, I-94, I-29, I-35, I-25, I-16, I-95


Montana
High Wind Warning remains in effect until 6 PM MDT this evening

  • West winds 30 to 40 mph, with gusts between 50 to 70 mph.
  • Impacts: High winds may move loose debris, damage property and cause power outages. Travel could be difficult, especially for high profile vehicles.

Winter Weather Advisory remains in effect until 6 PM MDT this evening

  • Snow expected above 5000 feet. Likelihood of moderate impacts from 3 to 6 inches of snow is greater than 90 percent, and up to a 40 percent chance of isolated major impacts from 6 to 10 inches or more of snow.
  • Impacts:  Travel could be difficult, especially for high profile vehicles.

South Dakota
Dense Fog Advisory remains in effect until 10 AM CDT this morning

  • Visibility one quarter mile or less in dense fog.

The ongoing heat wave with high temperatures in the upper 90s and triple digits will remain over the Southern Plains into Saturday likely breaking several additional daily records. Tropical Storm Hone will pass south of the Hawaiian Islands this weekend strengthening into a Hurricane briefly southwest of Hawaii late Sunday into Monday. A Tropical Storm Watch and Flood Watch have been issued. Impacted Lanes: I-70, I-35, I-80, I-90, I-94, I-29


Florida
Flood Warning remains in effect until 2:15 PM EDT this afternoon

  • Flooding caused by excessive rainfall is expected.
  • Impacts: Flooding of rivers, creeks, streams, roadways, and other low-lying and flood-prone locations is imminent or occurring. It will take several hours for all the water from these storms to work through local drainage systems in urban areas.

Flood Advisory remains in effect until 10:15 AM EDT this morning

  • Flooding caused by excessive rainfall is expected.

North Dakota
Dense Fog Advisory remains in effect until 10 AM CDT this morning

  • Visibility one quarter to one half mile in dense fog.
  • Impacts: Low visibility could make driving conditions hazardous.

Washington
Blowing Dust Advisory remains in effect until 8 PM PDT this evening

  • Areas with visibility between one-quarter and one mile in blowing dust expected. Local visibility restriction to near zero possible near recently plowed fields. Strong gusty outflow winds from thunderstorms of 40 to 50 MPH likely. Localized gusts near 60 MPH possible.
  • Impacts: Hazardous driving conditions due to reduced visibility. Gusty winds will blow around unsecured objects. Power outages may result.

Flood Advisory remains in effect until 9 AM MDT this morning

  • Urban and small stream flooding caused by excessive rainfall is expected.

Flood Watch remains in effect until 11:59 PM MDT this evening

  • Flash flooding caused by excessive rainfall is possible.
  • Impacts: Excessive runoff may result in flooding of slot canyons, normally dry washes, creeks and streams, recent burn scars, roadways, and other low-lying and flood-prone locations.
